As driverless robotaxis steadily spread across American cities, the debate over how to regulate them is reaching a boiling point. What once felt like a futuristic experiment in urban transportation has rapidly transformed into a complex political and safety battle involving local officials, labor unions, and federal regulators.
Major autonomous vehicle companies are pushing to expand their fleets nationwide. Market leader Waymo now operates more than 3,500 vehicles across 11 cities, delivering over 500,000 paid rides per week. Meanwhile, Amazon-owned Zoox recently launched paid rides in Las Vegas, and Tesla is growing its driverless fleet ahead of releasing its purpose-built Cybercab.
However, as these vehicles become a common sight on public roads, opposition is mounting. In New York, Governor Kathy Hochul dropped a proposal that would have permitted driverless taxis outside New York City following fierce pushback from taxi drivers, unions, and state lawmakers. Commercial robotaxi services remain illegal throughout New York state.
In Washington, D.C., lawmakers are debating strict limitations, including a 200-vehicle cap and a 15-cent-per-mile tax intended to fund public transit and support workers displaced by automation. Tensions have also flared in San Francisco, where Mayor Daniel Lurie called for tighter oversight after Waymo vehicles repeatedly blocked emergency responders and clogged traffic during major events. California now allows police to issue citations to autonomous vehicle manufacturers when their cars break traffic laws.
Safety advocates and federal officials are raising broader concerns about transparency and oversight. The National Highway Traffic Safety Administration (NHTSA) recently cautioned AV companies that driverless cars unable to safely yield to police and firefighters pose a serious danger to the public. Meanwhile, advocacy groups like SAVE-US are lobbying for multi-stage testing permits—requiring companies to prove safety with small fleets before expanding—as well as mandating multiple sensor types rather than relying solely on cameras.
Although robotaxis still represent a tiny fraction of total ridehailing trips compared to traditional services like Uber, their growing visibility on city streets is already reshaping the future of urban mobility and legislation.
