Living out of suitcases across eight temporary relocations in under six months, one U.S. Navy spouse and her two young children are grappling with constant instability. She is just one of roughly 1,300 dependents forced to abandon their homes and personal belongings in Bahrain when hostilities between the United States and Iran escalated earlier this year.

living out of suitcases= スーツケース生活を送る、仮住まいをする

Six months after the initial March 2 evacuation order, hundreds of military families remain scattered in hotels and short-term rentals across the United States and Europe. What Navy leadership originally anticipated would be a brief displacement has evolved into a prolonged crisis. During a recent virtual town hall attended by nearly 580 participants, Vice Admiral Curt Renshaw, commander of the Navy's Fifth Fleet, acknowledged that leadership has had to adapt policies on the fly, explaining that existing military frameworks were never designed for an evacuation of this length.

on the fly= 臨機応変に、その場で即興で

The financial and emotional toll on affected households continues to grow. Families have been forced to purchase secondary vehicles, buy replacement clothing, and incur substantial out-of-pocket costs while their household goods remain stuck in Bahrain. Compounding these hardships are outdated federal rules, including rental car reimbursement caps that have not been updated since the 1990s, as well as uncertainty surrounding visa statuses for non-U.S. citizen dependents.

Compounding [something]= 〜をさらに悪化させる、追い打ちをかける

With the State Department's mandatory 180-day deadline for ordered departures coming to an end, the Navy is encouraging families to settle into more permanent locations in the U.S. backed by standard housing allowances. However, a return to Bahrain remains out of reach. While Naval Support Activity Bahrain is the main supply hub for the Fifth Fleet, aircraft carriers and supply ships currently cannot dock there due to the risk of Iranian attacks across the Persian Gulf, leading military analysts to suggest that U.S. base operations in the region may be altered permanently.

out of reach= 手が届かない、実現不可能である
