As generative artificial intelligence threatens to flood digital streaming services with synthetic songs, the world's largest record labels are taking decisive action to protect the integrity of official music leaderboards. Universal Music Group, Sony Music, and Warner Music Group, alongside independent label Mom+Pop Music, have proposed a stringent set of rules that would effectively exclude AI-generated tracks from international music charts unless they meet strict human-authorship criteria.
The proposal, endorsed by the International Federation of the Phonographic Industry (IFPI), goes significantly further than previous industry initiatives. Earlier frameworks, such as labeling proposals spearheaded by the RIAA and SAG-AFTRA, focused primarily on creating standardized disclosures for AI-assisted tracks. In contrast, the new rules directly target chart eligibility, establishing that recordings created with generative AI must be disqualified unless they are "substantially human made."
Beyond human involvement, the proposed framework establishes several legal and ethical prerequisites for chart eligibility. Generative AI tools used in the development of a track must be properly authorized, ensuring that models have acquired the rights to all training data. Additionally, recordings must comply with applicable copyright and personality rights laws, respect the terms of service of the AI platform utilized, disclose AI usage to downstream streaming consumers, and avoid raising concerns regarding stream or chart manipulation.
Despite the strong backing from major music companies, several key details remain unresolved. Industry observers note that phrases like "substantially human made" and the criteria for identifying chart manipulation lack explicit definitions. Furthermore, major charting organizations have not yet indicated any immediate timeline for adopting these guidelines. Nevertheless, the initiative marks a major effort by established music powerhouses to preserve human artistry against the rapid rise of synthetic music.
