Tens of thousands of migrants have crossed into the Spanish enclave of Ceuta from Morocco in an unprecedented surge, leaving local communities overwhelmed and triggering a political crisis across Europe. Local residents described chaotic and frightening scenes as crowds filled the coastal enclave on North Africa's border. Thousands of people, mainly young men alongside women and children, walked along rocky jetties or swam several kilometers around border barriers to get ashore. Residents reported that streets and public squares quickly became packed with arrivals seeking food and shelter, leading police to advise local businesses to close. Ceuta's president noted that the influx represented roughly 70 percent of the city's population of 83,600, although national officials estimated slightly lower figures of around 50,000 arrivals over 48 hours. Officials also reported that at least 7,000 of those who crossed were minors.

Spanish Prime Minister Pedro Sánchez blamed criminal trafficking networks for exploiting a recent legal decision to spark the mass movement. Spain's Supreme Court recently ruled that migrants intercepted at sea near Ceuta or Melilla could not be automatically returned to Morocco without due process. Sánchez stated that human smugglers spread a self-serving misinterpretation of the ruling across social media, falsely convincing thousands that border controls had been removed. In response, Spain deployed military forces to secure the borders of both enclaves.

By Friday evening, more than 48,000 migrants had voluntarily returned to Morocco as humanitarian conditions deteriorated in the crowded city. Returning individuals recounted harsh conditions and urged others not to attempt the dangerous crossing.

The sudden influx has also ignited diplomatic tensions within the European Union. Italy suspended its Schengen border-free travel agreement with Spain, citing security concerns over uncontrolled border breaches, a decision that led Madrid to summon Italy's ambassador in protest. Meanwhile, European Union leadership called for an immediate restoration of border order, emphasizing both compliance with international treaties and tighter border enforcement along North Africa.
