Cross-border trade between the United States and Canada has plunged into unprecedented turmoil after high-stakes negotiations collapsed, launching the neighboring allies into an escalating trade war.

plunge into ~= 陷入(困境或混亂等)

The breakdown occurred late Friday night just ahead of a midnight deadline, after which the Trump administration immediately began enforcing a 50% tariff on roughly $20 billion worth of Canadian imports. The new duties target a wide range of products, including dairy goods, alcoholic beverages, wine, cement, apparel, and hockey equipment. In response, Canadian Prime Minister Mark Carney announced that Canada would suspend negotiations and institute dollar-for-dollar retaliatory tariffs against American imports starting September 8, the Tuesday following Labour Day.

ahead of ~= 在〜(期限或事件)之前

Speaking to the nation on Saturday, Carney characterized the new U.S. duties as a "miscalculation" designed to "hurt and divide" Canadians. He explained that negotiations broke down because the American team introduced unacceptable last-minute conditions, including restrictions on Canada’s autonomy to negotiate independent trade agreements with other nations. Leaders across Canadian provinces strongly backed the decision to walk away, with British Columbia Premier David Eby remarking that accepting such terms would have reduced Canada to "the economic equivalent of the 51st state."

reduce A to B= 使A降低/淪為B的狀態

The U.S. side offered a starkly different account of the failure. U.S. Trade Representative Jamieson Greer accused Canadian negotiators of walking back previous commitments and introducing fresh demands that upended days of progress. According to Greer, the U.S. had offered significant tariff relief on Canadian steel, aluminum, automobiles, and lumber in exchange for broader supply chain and enforcement agreements. Greer indicated on Saturday that there were no immediate plans to resume trade talks.

in exchange for ~= 作為〜的交換/代價

The escalating dispute has united Canadian political factions, with Conservative opposition leader Pierre Poilievre and provincial leaders condemning the U.S. duties as unjustified. However, provincial leaders also warned of the economic toll, noting that jobs across multiple sectors are at immediate risk. The collapse casts a shadow over the future of the United States-Mexico-Canada Agreement (USMCA), which governs more than $1.6 trillion in annual trilateral trade and is currently up for mandatory review.

be up for ~= 面臨/準備進行〜
